MISSION STATEMENT

The Town of Lyman will acquire the historic Minkler Mansion, preserving it in perpetuity.  Built in 1891, the Mansion will serve as Lyman’s new City Hall – honoring the Mansion’s central place in Lyman’s history.  Restoring and protecting the Mansion will invigorate civic pride as Lyman enters the 2009 Centennial of its founding.  The Mansion will also stimulate interest in Skagit County’s cultural heritage, and will serve as a focal point for local government and other public services. 

NEW MUNICIPAL PROPERTY WILL ALLOW EXPANSION OF COMMUNITY SERVICES

Lyman’s current municipal facilities lack the capacity to accommodate necessary community services and Lyman residents must drive to different towns for assistance.  With fuel prices at an all time high, this means that many residents do not have adequate access to the assistance they urgently need.  The conversion of the Minkler Mansion into the new town hall will make new space available for these services.  By forming partnerships with several local community agencies, Lyman will be able to provide access to some of the following services directly from Lyman:  WIC services, maternity support services, legal assistance, energy assistance, crisis intervention, medical assistance, literacy support, teen clinic and a host of others.

Minkler Mansion Project Receives State Grant

Lyman recently qualified for a $200,000 grant from the Heritage Capital Project Fund toward the purchase and renovation of the historic Minkler Mansion . The state fund provides grants for qualified applicants toward the acquisition and preservation of historic sites within the State of Washington .  Lyman’s Minkler Mansion Project grant application ranked 3rd of all state grant recipients.

Purchase of Minkler Mansion to Close in August

The Skagit County Commissioners plan to approve an Interlocal Agreement to assist Lyman in the purchase of the Minkler Mansion .  Under the agreement, the County will purchase the property and allow Lyman to begin using it as a municipal building by end of August.  Lyman will purchase the property from Skagit County next summer in order to meet various grant requirements and the Interlocal Agreement.

HISTORY OF MINKLER MANSION

Historic Minkler Mansion

The Minkler Mansion is listed on the National Register of Historic Places.  The Mansion is located approximately one-half mile from the North Cascades Scenic Highway in the Town of Lyman, Skagit County, Washington State.  The Mansion is within view of the Skagit River, on a segment of the Skagit listed under the U.S. Wild and Scenic Rivers Act. 

Built in 1891 by pioneer and Washington Senator Birdsey Minkler, the Mansion’s architectural and cultural attributes are regionally significant.  The Mansion has been preserved in nearly original form and finish.  According to structural inspectors retained by the Town, the Mansion is in excellent structural condition.   The Mansion is located well above the Skagit River’s flood plain, and has never been flooded in its 117-year history of existence. 

This is the first time the Mansion has been offered for sale since its construction by Senator Minkler.  The Town of Lyman seeks to capitalize on this rare opportunity, preserving the Mansion in perpetuity as an important historic and cultural landmark.

Pioneer and Founder Birdsey Minkler

Birdsey Minkler settled in Skagit County in 1877, becoming one of the area’s first lumber mill operators.   When Washington State was granted statehood in 1889, Minkler was elected to represent Skagit County in the first state assembly.  In 1906, Minkler was unanimously nominated for the office of state senator, and was re-elected for a second term with a large majority of the vote.  During his tenure in the state senate in 1909, Lyman became a town.
